National Development Banks Equipped to Help Cities Finance Low-Carbon, Climate-Smart Urban Infrastructure Worldwide

Our expertise is used to assess the role of National Development Banks (NDBs) in scaling financing for urban climate-smart infrastructure.

Cities account for 70% of global CO2 emissions from energy use, yet they face challenges in accessing financing for climate-smart infrastructure.

The Cities Climate Finance Leadership Alliance (CCFLA) tapped Momentus (formerly IFCL) for our deep knowledge and experience with National Development Banks (NDBs) to develop a knowledge product for enhancing the role of NDBs in scaling financing for urban climate-smart infrastructure.

Our work included stakeholder engagements and a comprehensive analysis of numerous NDBs and cities worldwide. To assess the demand for green urban infrastructure financing, we examined the key enablers and barriers of the ability of cities to access financing from NDBs. Our analysis included legal, policy, regulatory, financial, non-financial, and institutional capacity perspectives.

After performing the comprehensive evaluation, we then performed a gap analysis between supply and demand sides of financing municipal climate-smart infrastructure.

We delivered four policy briefs, each aimed at different stakeholder groups, including: executives at NDBs, city officials, executives at IFIs, and Ministers of Finance, Environment and Climate. Each brief focused on the audience’s specific role in enhancing the ability of NDBs in scaling financing for urban green infrastructure.

The Maturity Model Framework we provided enables NDBs assess their capacity to finance climate-smart urban infrastructure across strategic, business, financial and operational dimensions, and to benchmark against their global peers. Our knowledge product includes case studies and best practices to showcase key enabling conditions for NDBs in scaling financing for green urban infrastructure.

Our final report was presented via a webinar to stakeholders throughout the global community.
